With my 3 accounts configured in Windows 11 Mail (a gmail account, an exchange account, and an imap account), the option to use New Outlook does not appear. I tried deleting my imap account and I see the option, I tried setting up New Outlook but was told that it would not support the IMAP account. So, unfortunately, no, not a solution.
